What I do to fix it is retract one of your operators, rehire an operator on that slot, do 1 exfil streak, then go back to the operator with a broken exfil streak, and it will be working again next time you exfil. 2. I've had the same issues as you, some were able to reach 10 exfils, some stuck at 8, some stuck at 2, some stuck at 4. Its my opinion that they are turned off and there's going to be some other streak rewards added later. I personally just think the perks will just make teams too strong and make it so anyone without a streak active at a steep disadvantage.
